Málaga-Costa del Sol

The Málaga-Costa del Sol area: one city, eleven districts

In shortMálaga-Costa del Sol is the only comarca in the province made up of a single municipality: the city of Málaga. We lay new block paving, replace failed surfaces and set kerbs throughout its eleven districts. This hub explains how the city is divided, which of our services and sister sites apply, and what the City Council publishes about works that need a responsible declaration or none.

Why does this area contain only one municipality?

Because the comarca division we follow treats the provincial capital as an area of its own. Málaga-Costa del Sol therefore covers exactly the municipal area of the city of Málaga, from the coast to the outlying districts inland. For our purposes it means one town hall, one set of municipal ordinances and one planning office for every job in this area.

Our city page, block paving in Málaga city, goes into the practical side: courtyards, entrances and the kind of access you meet in older buildings.

How is the city divided?

Into eleven districts, as listed in the municipal statistics. Each contains several barrios; a few examples from our location data are shown in brackets.

  • Centro (Centro Histórico, La Malagueta)
  • Este (El Palo, Pedregalejo, El Limonar, Cerrado de Calderón)
  • Ciudad Jardín (Jardín de Málaga, Las Flores, Los Viveros)
  • Bailén-Miraflores (Miraflores de los Ángeles, Gamarra)
  • Palma-Palmilla (Martiricos)
  • Cruz de Humilladero (Carranque, Tiro de Pichón, Los Tilos)
  • Carretera de Cádiz, Churriana, Campanillas, Puerto de la Torre and Teatinos-Universidad

We work in all of them, whether the job is a terraced house entrance, a community courtyard or a detached house with a garden on the edge of the city.

The districts differ in the kind of property they contain, and that shapes the work more than the postcode. If your home is in a dense central street, deliveries and waste must be planned around limited parking and narrow doorways. If it is in an outer district with a garden, the job is more likely to include a drive, a turning space and the falls needed to keep water off the house.

What does the City Council say about permits?

In 2021 the Gerencia de Urbanismo of Málaga City Council reported more than 40 types of works that are handled by a responsible declaration and 22 types exempt from both a licence and a declaration, consultable under 'actos no sujetos a licencia' on its website. Whether a particular paving job is one of them is something to check with the Gerencia for each case.

Any work affecting the public pavement or a vehicle crossing needs specific municipal authorisation, on terms set by the ordinance. Communities of owners must also agree work on shared areas. Our permits and rules guide summarises the framework.

Which services and sister sites apply in the city?

On this site: paving replacement for broken surfaces, concrete block paving for entrances and drives, natural stone and clay pavers for period settings, and kerbs and edging for neat, restrained borders.

Before choosing, it is worth reading our checklist for choosing a paving contractor and the materials comparison. Both apply anywhere in the city and help you compare quotes on what is actually included, from the base and kerbs to jointing and waste removal.

On our sister sites, run by the same contractor: sunken paver repair in Málaga, driveways and parking in Málaga, terraces and pools in Málaga and surface renovation in Málaga. Municipalities in this area

Frequently asked questions

Which municipalities are in the Málaga-Costa del Sol comarca?

Only one: the city of Málaga. It is the single-municipality comarca of the province, so all its districts depend on the same town hall and the same municipal ordinances.

Do you work in every district of Málaga?

Yes. We cover all eleven districts, from Centro and Este to Churriana, Campanillas, Puerto de la Torre and Teatinos-Universidad, and every barrio within them.

Where can I check whether my paving job needs a licence in Málaga?

The City Council publishes its lists of works by responsible declaration and of exempt works on its website, under 'actos no sujetos a licencia'. Whether your specific job is included is best checked case by case with the City Council.

Is the Costa del Sol Occidental the same as this comarca?

No. The Costa del Sol Occidental is a separate comarca of nine municipalities, from Torremolinos to Manilva. Málaga-Costa del Sol is the city of Málaga alone.

Can you work in a community courtyard in the city centre?

Yes, once the owners' meeting has approved it. Access through a doorway is planned in advance, with materials carried in and rubble carried out by hand truck.

Which paving suits a house in El Limonar or Pedregalejo?

It depends on the house rather than the barrio. Traditional façades often suit stone or clay; a modern home may look better with concrete blocks. We suggest options after seeing photos of the house and the area.

Do you take rubble away in the city?

Yes. Old paving and soil go to an authorised construction waste facility. In streets where a skip cannot stand, we remove rubble in smaller loads as the job progresses.

Can I talk to you in English about a job in Málaga?

Yes. Quotes, questions and updates can be handled in English, and we can also speak Spanish with your administrator, neighbours or architect.

Can a dropped kerb for my garage be included?

The dropped kerb is on the public pavement and needs municipal authorisation first, under the conditions the ordinance sets. Once you have it, the private paving and the kerb work can be planned together.

Which page should I read for a sunken patio in Málaga?

Our sister site for sunken paver repair has a Málaga page. It explains how dips are diagnosed and repaired by lifting the area, correcting the base and relaying the pavers.
